    Time to Get Out of Afghanistan

    The U.S. strategy is “clear, hold and build.” Clear? Taliban forces can evaporate and then return, confident that U.S. forces will forever be too few to hold gains. Hence nation-building would be impossible even if we knew how, and even if Afghanistan were not the second-worst place to try: The Brookings Institution ranks Somalia as the only nation with a weaker state.

    So, instead, forces should be substantially reduced to serve a comprehensively revised policy: America should do only what can be done from offshore, using intelligence, drones, cruise missiles, airstrikes and small, potent Special Forces units, concentrating on the porous 1,500-mile border with Pakistan, a nation that actually matters.

    ISLAMABAD: Federal Minister for Religious Affairs Hamid Saeed Kazmi was injured and his driver killed in firing near Melody Market in Islamabad.

    According to reports the attackers fired at the car of Kazmi when he was going to the parliament.

    EDITORIAL (August 19 2007): In a report it presented before the Supreme Court recently, the National Accountability Bureau (NAB) lent credence to rumours that blamed the sugar crisis of 2004-06 on the who-is-who list of Pakistani politicians. It names PML president Chaudhry Shujaat Hussain, former prime minister Nawaz Sharif and his brother Shahbaz Sharif, Asif Ali Zardari, Federal Ministers Humayun Akhtar and Jehangir Tareen, Altaf Saleem, Nasarullah Dareshak, Anwer Cheema, and PML leader Mian Azhar, who between them are alleged to have hoarded as much as 316,690 metric tons of sugar, pushing its price up from Rs 21 to Rs 45 per kg.

    According to the NAB report, Humayun Akhtar, his brother Haroon Akhtar and their cousin Shamim were the biggest hoarders with a consolidated stock of 99,464 metric tons of sugar at the Kamalia, Tandlianwala, Miran and Layyah mills. At the second position were the two Sharif brothers’ whose three mills stashed away 68,648 metric tons. Haroon Akhtar has strongly countered the report in a press release issued on Friday, saying.

    “The reasons given for sugar price hike in 2004-06 and other facts in the report are totally fabricated and concocted”. He explained that the Tandlianwala Sugar Mill, of which he is the chief executive, is incorrectly grouped with Kamalia and Layyah to give the impression that his group had the largest sugar stock at a certain point in time.

    That may be a valid explanation. He also gave a detailed account of how and when the stock positions are at their highest and lowest points, depending on the crop related seasonal factors.

    It was only normal for the mills to have rapidly rising stocks in November-March period, and to store ‘excess sugar’ to be sold in the following months. In other words, the sugar crisis was not the outcome of any law breaking on the part of the mill owners.

    But the press release went on to accuse the “sponsors” of the NAB report of “mala fide intent.” It completely trashed the report, saying that it was prepared without any research or analysis, and its frequent leakage to the media was politically motivated to defame certain people in the industry. It remains a mystery though why NAB would want to defame politicians most of whom belong to the ruling party.

    In fact, NAB did not do itself any good when it quietly shelved its inquiry in March 2006 amid public accusations that most of those involved in the sugar crisis held important public positions, and hence got away with scandalous profiteering in such a sensitive food item as sugar.

    Between them the industry representatives and NAB have been creating confusion with regard to the real reasons and the identity of those behind the sugar crisis. The two sides give entirely differing versions of what happened. It may be recalled that poor sugarcane crop was said to have led to sugar shortages and price hike.

    The press release issued by TSML chief executive reiterated that a severe shortage of sugarcane in 2004-05 due to drought increased the sugarcane prices manifold. The NAB report agrees about the shortage, but says it was created artificially by the “mill owners’ front men” who bought the commodity in bulk, contributing to the price surge.

    “This rampant malpractice,” avers the report, “has been an upfront justification by the mill owners to jack up the sugar prices.” It is a pretty serious allegation.

    Also bewildering is the NAB explanation that its inquiry was creating an upheaval in the market and therefore it was discontinued to restore market stability. Those whose names appear on the hoarders’ list owe it to themselves to clear their names and the NAB inquiry must be brought to its logical culmination.

    GEO TV: For the first time in YEARS, on Pakistan mainstream TV network, Dr. Shahid Masood in his “Mere Mutabiq” program reveals the facts that money from Pakistans treasury was taken by Asif Ali Zardari, the CURRENT President of Pakistan, and laundered through the Cayman Islands, finally winding up at Citibank Switzerland. Also named in the charges is former Prime Minister Shaukat Aziz (who now lives in London).

    Dr. Shahid Masood reports, “As the Pakistani Army and people fight terrorists in the country, we have financial terrorists attacking in Pakistan, and present a much greater threat to the country.” (Translation).

    Oil companies who have recently collected 7 billion rupees in carbon taxes (ordered by Zardari), have yet to pay a single rupee in taxes to the Pakistan treasury.

    Shaukat Aziz and Citibank’s Laundering of Asif Zardari’s Money

    How Citibank Laundered Asif Zardari’s Money, provides a case history excerpted from a US Congress Subcommittee’s investigation of moneylaundering by private banking groups within US banks during the 1990s. The present post reproduces an interesting document, “List of meetings between Mr. Zardari and Citibank personnel, provided by Citibank,” being document “h” of a list of “Documents relating to Asif Ali Zardari” appended to the Report.

    As part of its investigation, the subcommittee asked Citibank to provide a written record of meetings held between Citibank officials and four high profile Citibank account holders, including Mr. Asif Ali Zardari. Unlike the other cases, in which the names of relatively low level Citibank private banking group staff emerges in the records provided, the names of Citibank staff involved in the case of Benazir Bhutto and Asif Ali Zardari consists of men who have gone on to play a prominent role in Pakistan:

    How Citibank Laundered Asif Zardari's Money

    In addition to Mr. Shaukat Aziz, current Prime Minister of Pakistan, numerous former Citibankers occupy highly influential positions in the government and the private sector in Pakistan.

    Citibank is one of the largest banks, and operates one of the largest private banks in the US and globally. Of the 40 private banks reviewed by the Federal Reserve during its industry wide examination of private banking in the 1990s, only one -- Citibank -- was reviewed in detail by Federal Reserve examiners three years in a row. It is a private bank that has struggled with a wide range of anti-money laundering issues. Although Citibank, under Shaukat Aziz's leadership (from May 1997 to October 1999) and his successors' has done much to tighten controls, it was beset by numerous scandals during the 1990s.

    A 1999 US Congress investigation (exact reference given at end) into Citibank, provides a fascinating inside look at how Citibank helped launder the ill-gotten gains of four high profile corrupt figures: Raul Salinas, brother of the former president of Mexico, Carlos Salinas, Asif Ali Zardari, the husband of Benazir Bhutto, former Prime Minister of Pakistan (reproduced below), El Hadj Omar Bongo, the elected president of Gabon since 1967, and Mohammed, Ibrahim, and Abba Sani Abacha, three sons of General Sani Abacha, who was the military leader of Nigeria from 1993 until his death in 1998.

    (2) Asif Ali Zardari Case History

    The Facts

    The second case history involves Asif Ali Zardari, the husband of Benazir Bhutto, former Prime Minister of Pakistan. Ms. Bhutto was elected Prime Minister in 1988, dismissed by the President of Pakistan in August 1990 for alleged corruption and inability to maintain law and order, elected Prime Minister again in October 1993, and dismissed by the President again in November 1996. At various times, Mr. Zardari served as Senator, Environment Minister and Minister for Investment in the Bhutto government. In between the two Bhutto administrations, he was incarcerated in 1990 and 1991 on charges of corruption; the charges were eventually dropped. During Ms. Bhutto’s second term there were increasing allegations of corruption in her government, and a major target of those allegations was Mr. Zardari. It has been reported that the government of Pakistan claims that Ms. Bhutto and Mr. Zardari stole over $1 billion from the country.

    During the period 1994 to 1997, Citibank opened and maintained three private bank accounts in Switzerland and a consumer account in Dubai for three corporations under Mr. Zardari’s control. There are allegations that some of these accounts were used to disguise $10 million in kickbacks for a gold importing contract to Pakistan.

    Structure of Private Bank Relationship. Mr. Zardari’s relationship with Citibank began in October 1994, through the services of Kamran Amouzegar, a private banker at Citibank private bank in Switzerland, and Jens Schlegelmilch, a Swiss lawyer who was the Bhutto family’s attorney in Europe and close personal friend for more than 20 years. According to Citibank, Mr. Schlegelmilch represented to Mr. Amouzegar that he was working for the Dubai royal family and he wanted to open some accounts at the Citibank branch office in Dubai. Mr. Schlegelmilch had a Dubai residency permit and a visa signed by a member of the Dubai royal family. Mr. Amouzegar agreed to introduce Mr. Schlegelmilch to a banker in the Citibank branch office in Dubai.

    According to Citicorp, Mr. Schlegelmilch told the Citibank Dubai banker that he wanted to open an account in the name of M.S. Capricorn Trading, a British Virgin Island PIC. The stated purpose of the account was to receive money and transfer it to Switzerland. The account was opened in early October 1994.

    According to Citibank, Mr. Schlegelmilch informed the Dubai banker that he would serve as the representative of the account and the signatory on the account. Under Dubai law, a bank is not required to know an account’s beneficial owner, only the signatory. Citibank told the Subcommittee staff that Mr. Schlegelmilch did not reveal to the Dubai banker that Mr. Zardari was the beneficial owner of the PIC [Private Investment Company: an offshore company often used to launder money], and the account manager never asked him the identity of the beneficial owner of the account. Instead, according to Citibank, she assumed the beneficial owner of the account was the member of the royal family who had signed Mr. Schlegelmilch’s visa. According to Citibank, the account manager actually performed some due diligence on the royal family member whom she believed to be the beneficial owner of the account.

    Shortly after opening the account in Dubai, Mr. Schlegelmilch signed a standard referral agreement with Citibank Switzerland private bank guaranteeing him 20% of the first three years of client net revenues earned by the bank from each client he referred to the private bank.

    On February 27, 1995, Mr. Schlegelmilch, working with Mr. Amouzegar, opened three accounts at the Citibank Switzerland private bank. The accounts were opened in the name of M.S. Capricorn Trading, which already had an account at Citibank’s Dubai branch, as well as Marvel and Bomer Finance, two other British Virgin Island PICs established by Mr. Schlegelmilch, according to Citibank. Each private bank account listed Mr. Schlegelmilch as the account contact and signatory. Citibank informed the Subcommittee that the Swiss Form A, a government-required beneficial owner identification form, identified Mr. Zardari as the beneficial owner of each PIC.

    Lack of Due Diligence. The decision to allow Mr. Schlegelmilch to open the three accounts on behalf of Mr. Zardari, according to Citibank, involved officials at the highest levels of the private bank. The officials were: (a) Mr. Amouzegar, the private banker; (b) Deepak Sharma, then head of private bank operations in Pakistan; (c) Phillipe Holderbeke, then head of private bank operations in Switzerland (who became head of the Europe, Middle East, Africa Division in February 1996); (d) Salim Raza, then head of the EMEA Division of the private bank; and (e) Hubertus Rukavina, then head of the Citibank private bank. Mr. Rukavina told the Subcommittee staff that when he was asked about opening the Zardari accounts, he did not make the decision to open them, but rather directed that the matter be discussed with Mr. Sharma. According to Mr. Rukavina, he never heard whether the accounts were ultimately opened. Mr. Rukavina left the private bank in 1996 and left Citibank in 1999.

    Citibank informed the Subcommittee staff that the private bank was aware of the allegations of corruption against Mr. Zardari at the time it opened the accounts in Switzerland. However, Citibank reasoned that if the charges for which Mr. Zardari had been incarcerated for two years had any merit, they would not have been dropped. Bank officials also believed that the family wealth of Ms. Bhutto and Mr. Zardari was large enough to support a large private bank account, even though Citibank was not able to specify what actions were taken to verify the amount and source of their wealth. Citibank said that bank officials were also aware of the M.S. Capricorn Trading account in Dubai, and they were comforted by the fact that there had been no problems with that account. According to Citibank, Mr. Amouzegar informed his superiors that Mr. Zardari was the beneficial owner of the Capricorn account in Dubai when they were considering the request to open the accounts in Switzerland. Inexplicably, however, the Dubai account manager was apparently still operating under the assumption that the beneficial owner of the Dubai Capricorn account was a member of the Dubai royal family. Subcommittee staff have been unable to determine whether Citibank officials were unaware of or inattentive to the serious inconsistency between Citibank Switzerland and Citibank Dubai with respect to the Capricorn Trading account. Citibank also informed the Subcommittee staff that bank officials had some concerns that if they turned down the accounts, their actions may have implications for the corporation’s operations in Pakistan; however, they said they never received any threats on that issue.

    Citibank told the Subcommittee staff the private bank decided to allow Mr. Schlegelmilch to open the three accounts for Mr. Zardari on the condition that the private bank would not be the primary accounts for Mr. Zardari’s assets and the accounts would function as passive investment accounts. Citibank told the Subcommittee staff that Mr. Holderbeke signed a memo delineating the restrictions placed on the accounts, including a $40 million aggregate limit on the size of the three accounts, and transaction restrictions requiring the accounts to function as passive, stable investments, without multiple transactions or funding pass-throughs. None of the Citibank personnel interviewed by Subcommittee staff could identify any other private bank account with these types of restrictions. Other private banks interviewed by the Subcommittee staff were asked if they had ever accepted a client on the condition that certain restrictions be imposed on the account. The banks all said they had not. One bank representative explained that if the bank felt that it needed to place restrictions on the client’s account, it didn’t want that type of client. The existence of the restrictions are in themselves proof of the private bank’s awareness of Mr. Zardari’s poor reputation and concerns regarding the sources of his wealth.

    Movement of Funds. Citibank told the Subcommittee staff that, once opened, only three deposits were made into the M.S. Capricorn Trading account in Dubai. Two deposits, totaling $10 million were made into the account almost immediately after it was opened. Citibank records show that one $5 million deposit was made on October 5,1994, and another was made on October 6, 1994. The source of both deposits was A.R.Y. International Exchange, a company owned by Abdul Razzak Yaqub [since then, the owner of several ARY television channels that, incidentally, have been providing favorable coverage of Ms. Bhutto's recent political activities], a Pakistani gold bullion trader living in Dubai.

    According to the New York Times, in December 1994, the Bhutto government awarded Mr. Razzak an exclusive gold import license. In an interview with the New York Times, Mr. Razzak acknowledged that he had used the exclusive license to import more than $500 million worth of gold into Pakistan. Mr. Razzak denies, however, making any payments to Mr. Zardari. Citibank could not explain the two $5 million payments. Ms. Bhutto told the Subcommittee staff that since A.R.Y. International Exchange is a foreign exchange business, the payments did not necessarily come from Mr. Razzak, but could have come from a third party who was merely making use of A.R.Y.’s exchange services. The staff invited Ms. Bhutto to provide additional information on the M.S. Capricorn Trading accounts, but she has not yet done so.

    On February 25, 1995, a third deposit of $8 million was made into the Dubai M.S. Capricorn Trading account. Records show that the payment was made through American Express, with the originator of the account listed as “Morgan NYC.” Citibank indicated it does not know who Morgan NYC is, nor does it know the source of the $8 million.

    All of the funds in the Dubai account of M.S. Capricorn Trading were moved to the Swiss accounts in the Spring of 1995. On March 6, 1995, $8.1 million was transferred; and on May 5, 1995, another $10.2 million was transferred. Both transfers involved U.S. dollars and were routed through Citibank’s New York offices. Citibank informed the Subcommittee staff that M.S. Capricorn Trading closed its Dubai account shortly after the last transfer was completed.

    Citibank has indicated that significant amounts of other funds were also deposited into the Swiss accounts. As described below, the $40 million cap was reached, and millions of additional dollars also passed through those accounts. However, Swiss bank secrecy law has prevented the Subcommittee from obtaining the details on the transactions in the Zardari accounts.

    Account Monitoring. Citibank told the Subcommittee staff that, in 1996, the Swiss office of the private bank conducted a number of reviews of the Zardari Swiss accounts, finally deciding in October to close them.

    The first review was allegedly in early 1996, triggered by increasing publicity about allegations of corruption against Mr. Zardari. Citibank told the Subcommittee staff that Messrs. Holderbeke, [Salim] Raza, Sharma and Amouzegar participated in the review, and apparently concluded that the allegations were politically motivated and that the accounts should remain open. The Subcommittee staff was told that the review did not include looking at the accounts’ transaction activity.

    In March or April, 1996, Mr. Amouzegar asked that the overall limit on the Zardari accounts be increased from $40 million to $60 million, apparently because the accounts had reached the previously imposed limit of $40 million. Citibank told the Subcommittee staff that Mr. Holderbeke considered the request, but declined to increase the $40 million limit.

    In June, press reports in the United Kingdom that Mr. Zardari had purchased real estate in London triggered still another review of the Zardari accounts. Citibank private bank told the Subcommittee staff that its Swiss office internally discussed the source of the funds for the property purchase. Mr. Amouzegar and Mr. [Salim] Raza then met with Mr. Schlegelmilch, who allegedly informed them that funds had been deposited into the Citibank accounts, transferred to another PIC account outside of Citibank and used to purchase the property. Mr. Schlegelmilch allegedly indicated the funds had come from the sale of some sugar mills and were legitimate. Citibank told the Subcommittee staff it is not sure if anyone at the private bank attempted to validate the information about the sale of the sugar mills. In addition, even though this account activity violated the condition imposed by Citibank that the accounts were not to be used as a pass through for funds, the accounts were kept open.

    Closing the Accounts. In July 1996, after Mr. Amouzegar left the private bank to open his own company, another private banker, Cedric Grant, took over management of the Zardari accounts. Citibank told the Subcommittee staff that Mr. Grant began to review the Zardari accounts about one month later to familiarize himself with them. He also reviewed the transactions that had taken place within the accounts.

    In September and October 1996, press accounts in Pakistan repeatedly raised questions about corruption by Mr. Zardari and Ms. Bhutto, as Ms. Bhutto’s re-election campaign increased its activities prior to a February election date. In September, Ms. Bhutto’s only surviving brother, Murtaza Bhutto, was assassinated, and Ms. Bhutto’s mother accused Ms. Bhutto and Mr. Zardari of masterminding the murder, because the brother had been leading opposition to Ms. Bhutto.

    In October, Mr. Grant completed his review of the Zardari accounts and provided a written analysis to Messrs. Holderbeke, Sharma and [Salim] Raza, according to Citibank. Mr. Grant had found numerous violations of the account restrictions imposed by Citibank, including multiple transactions and funding pass-throughs. Citibank told the Subcommittee staff that the accounts had functioned more as checking accounts than passive investment accounts, directly contrary to the private bank’s restrictions. Apparently, well over $40 million had flowed through the accounts, though Subcommittee staff were unable to ascertain the actual amount because Swiss bank secrecy law prohibits Citibank from sharing that information with the Subcommittee. Citibank indicated that Mr. Amouzegar had either ignored or did not pay attention to the account activity. Mr. Grant recommended closing the accounts, and they were closed by January 1997.

In November 1996, Mr. Farooq Laghari had dismissed the government of Ms. Benazir Bhutto-Zardari; and in February 1997, Mr. Nawaz Sharif became Prime Minister.]

    Legal Proceedings. On September 8, 1997, the Swiss government issued orders freezing the Zardari and Bhutto accounts at Citibank and three other banks in Switzerland at the request of the Pakistani government. Since Citibank had closed its Zardari accounts in January 1997, it took no action nor did it make any effort to inform U.S. authorities of the accounts until late November 1997. Citibank contacted the Federal Reserve and OCC [Office of the Comptroller of the Currency, the banking supervision arm of the US Department of Treasury] about the Zardari accounts in late November, in anticipation of a New York Times article that eventually ran in January 1998, alleging that Mr. Zardari had accepted bribes, and that he held Citibank accounts in Dubai and Switzerland. On December 8 and 11, 1997, Citibank briefed the OCC and the Federal Reserve, respectively, about the accounts and the steps it had taken as a result of the Zardari matter. These steps included: closing all of the accounts that had been referred by Mr. Schlegelmilch to the private bank and terminating his referral agreement; reviewing all of the accounts opened in the Dubai office; and tightening up account opening procedures in Dubai, including requiring the Dubai office to identify the beneficial owner of all Dubai accounts. Citibank did not identify any changes made or planned for the Swiss office, even though the majority of the activity with respect to the Zardari accounts had taken place in Switzerland.

    On December 5, 1997, Citibank prepared a Suspicious Activity Report on the Zardari accounts and filed it with the Financial Crimes Enforcement Network at the U.S. Department of Treasury. The filing was made fourteen months after its decision to close the Zardari accounts; thirteen months after Mr. Zardari was arrested a second time for corruption in November 1996; and nearly two months after the Swiss government had ordered four Swiss banks (including Citibank Switzerland) to freeze all Zardari accounts.

    In June 1998, Switzerland indicted Mr. Schlegelmilch and two Swiss businessmen, the former senior executive vice president of SGS and the managing director of Cotecna, for money laundering in connection with kickbacks paid by the Swiss companies for the award of a government contract by Pakistan. In July 1998, Mr. Zardari was indicted for violation of Swiss money laundering law in connection with the same incident. Ms. Bhutto was indicted in Switzerland for the same offense in August 1998. A trial on the charges is expected.

    In October 1998, Pakistan indicted Mr. Zardari and Ms. Bhutto for accepting kickbacks from the two Swiss companies in exchange for the award of a government contract. On April 15, 1999, after an 18-month trial, Pakistan’s Lahore High Court convicted Ms. Bhutto and Mr. Zardari of accepting the kickbacks and sentenced them to 5 years in prison, fined them $8.6 million and disqualified them from holding public office. Ms. Bhutto, who now lives in London, denounced the decision. Mr. Zardari remains in jail. Additional criminal charges are pending against both in Pakistani courts.

    On December 11, 1997, Citicorp’s Chairman John Reed wrote the following to the Board of Directors:

    “We have another issue with the husband of Ex-Prime Minister Bhutto of Pakistan. I do not yet understand the facts but I am inclined to think that we made a mistake. More reason than ever to rework our Private Bank.”

    Mr. Reed told the Subcommittee staff that it was the combination of the Salinas and Zardari accounts that made him charge Mr. [Shaukat] Aziz [currently, Prime Minister of Pakistan], the new private bank head, with taking a hard look at the bank’s public figure policy and public figure accounts.

    The Issues

    The Zardari case history raises issues involving due diligence, secrecy and public figure accounts. The Zardari case history begins with the Citibank Dubai branch’s failure to identify the true beneficial owner of the M.S. Capricorn Trading account. As a result, the account officer in Dubai performed due diligence on an individual who had no relationship to the account being opened. In Switzerland, Citibank officials opened three private bank accounts despite evidence of impropriety on the part of Mr. Zardari. In an interview with Subcommittee staff, Citigroup Co-Chair John Reed informed the Subcommittee staff that he had been advised by Citibank officials in preparation for a trip to Pakistan in February 1994, that there were troubling accusations concerning corruption surrounding Mr. Zardari, that he should stay away from him, and that he was not a man with whom the bank wanted to be associated. Yet one year later, the private bank opened three accounts for Mr. Zardari in Switzerland. Mr. Reed told the Subcommittee staff that when he learned of the Zardari accounts he thought the account officer must have been “an idiot.”

    Citibank has been unable to confirm that bank employees verified that Mr. Zardari had a level of wealth sufficient to support the size of the accounts that he was opening. In addition, the Swiss private banker took no action to validate the legitimacy of the source of the funds that were deposited into the account. For example, there was no effort made to verify the claims that some of the funds derived from the sale of sugar mills.

    Citibank also performed no due diligence on the client owned and managed PICs that were the named accountholders. Because the PICs were client-created, the bank’s failure to perform due diligence on the PICs meant that it had no knowledge of the activities, assets or entities involved with the corporations. One of the PICs, Bomer Finance, has been determined to have been a repository for kickbacks paid to Mr. Zardari, and those kickbacks tainted funds deposited at the Geneva branch of Union Bank of Switzerland. Documentation has not been made available to determine whether Bomer Finance also used its Citibank account for illicit funds.

    Another due diligence lapse was the private bank’s failure to monitor the Zardari accounts to ensure that the account restrictions imposed on them were being followed. When officials were presented with evidence in 1996 that the restrictions were being violated, they nevertheless allowed the accounts to continue.

    The Zardari accounts in Switzerland were opened one day before Raul Salinas was arrested. The account was repeatedly reviewed in 1996, after the Salinas scandal became public. Yet there is no evidence that anyone in the private bank had been sensitized to the problems associated with handling an account of a person suspected of corruption.

    The Zardari example also demonstrates the practical consequences of secrecy in private banking. Citibank claims that its decisionmaking in the Zardari matter cannot be fully explained or documented, since all Citibank officials are subject to Swiss secrecy laws prohibiting discussion of client-specific information. In light of the fact that U.S. banks are supposed to oversee their foreign branches and enforce U.S. law, including anti-money laundering requirements, this inability to produce documentation related to a troubling case again highlights the problems with U.S. banks choosing to operate in secrecy jurisdictions.

    Pattern of Poor Account Management. The Zardari case history took place during a series of critical internal and federal audits between 1992 and 1997 of the Swiss office which, during most of that time, served as the headquarters of the private bank. The shortcomings identified in the audits included policies, procedures, and problems that affected the management of the Zardari accounts. They included:

    * failure of the “corporate culture” in the Swiss office to foster ” ‘a climate of integrity, ethical conduct and prudent risk taking’ by U.S. standards”;

    * inadequate due diligence;

    * “less than acceptable internal controls”;

    * lack of oversight and control of third party referral agents such as Schlegelmilch; and

    * inadequate monitoring of accounts;

    all of which resulted in “unacceptable” internal audit ratings. In December 1995, the Swiss office received the lowest audit score received by any office in the private bank during the 1990s. These audit scores indicate the office’s poor handling of the Zardari accounts was part of an ongoing pattern of poor account management.

    Ex-chief of Steel Mills spills the beans (The News)

    RAWALPINDI: Former chief of the Steel Mills Lt Gen (retd) Abdul Qayyum has advised President General Pervez Musharraf not to exercise his powers under Article 58-2(b) to dissolve parliament or change the Army leadership, adding it would plunge the country into serious crises that too would not augur well for him.

    General Qayyum said the best choice for General (retd) Pervez Musharraf is to quit power as, in his view, he (president) did not enjoy the support of any faction of the society.

    Qayyum, who served in the Pakistan Army for 40 years with Pervez Musharraf, was responding to questions by Dr Shahid Masood in the popular Geo programme “Meray Mutabiq”.

    He disclosed that differences between General (retd) Pervez Musharraf and deposed Chief Justice Iftikhar Muhammad Chaudhry cropped up over the privatisation of the Steel Mills.

    The ex-Steel Mills chief said when the case was being heard by a full court of the Supreme Court, President Musharraf called him (Justice Iftikhar) and asked as to what kind of remarks he (Musharraf) was hearing from him, adding the case should be decided in a manner that it does not cause any loss to the country. To this, Justice Iftikhar said, “You shouldn’t worry. I will decide the case in the best interest of the country.”

    The next day when the Supreme Court judgment in the case came, it was totally against the expectations of the president. It was then that a row between the president and the then chief justice ensued.

    General (retd) Abdul Qayyum said all the judges on the full court were very honest and competent. They thoroughly did their homework before presiding the court and would make queries to dig into the truth.

    To a question, Qayyum said once the then prime minister Shaukat Aziz summoned him and asked him to record a statement in favour of privatisation of the Steel Mills before the Supreme Court. “In response we will accommodate you on a very lucrative post. I told him, Sir, by making me such an offer you have disgraced me,” General Qayyum said.

    Lt Gen (retd) Abdul Qayyum further disclosed that once Shaukat Aziz called him on phone and asked him to engage Wasim Sajjad, Sharifuddin Pirzada and Abdul Hafiz Pirzada for the case. But I told him that I have engaged Kamal Azfar. They (Aziz) asked about the fee and I told him that he has engaged him for Rs 700,000 to which the then prime minister said that the Mills should pay Rs 6,200,000 to Wasim Sajjad, Rs 3,500,000 to Abdul Hafiz Pirzada and Sharifuddin Pirzada to be paid even above them.

    The former chairman of the Steel Mills said he told Shaukat Aziz that the price of only land of the Steel Mills was Rs 40 billion whereas he was fixing the price of whole the project at Rs 21 billion. This is too low, he further informed the prime minister. He said the prime minister turned a deaf ear to his view and insisted to wrap up the deal before long.

    Gen Qayyum said, “I then sent my written objections in a letter. He sent me an insulting answer saying that it falls under their purview.”

    Gen Qayyum said painfully that he did not know the reserved price. Some people participating in the bidding did know it, he said.

    Gen Qayyum expressed the view that Shaukat Aziz’s bad intention was involved in this matter and an FIR should be registered against him.

    Replying to a question, Gen Qayyum said he had tried thrice to meet the president to discuss this matter but he was not granted time. “Then one day I received a phone call saying that I should consider myself out of the job.”

    Balochistan court dismisses Bugti murder FIR plea

    SIBBI: A local court has dismissed the petition seeking lodging of Nawab Akbar Bugti murder’s FIR against former president Pervez Musharraf.

    The petitioner Jamil Akbar Bugti, a son of Akbar Bugti, had filed a petition in the Sibbi District and Sessions Court against the assassination of his father, seeking the court’s direction for the registration of a case against former president Pervez Musharraf, ex-premier Shaukat Aziz and other senior officials.

    In September 2 hearing, IG Police Balochistan Javed Bokhari, DSP Abdul Hameed and SHO Dera Bugti Mohammad Qasim informed the court that Tarani area where Akber Bugti and his associates were killed is not part of Dera Bugti and instead of it, it is an area located in district Kohlu. The court had been reserved the verdict.

    According to written verdict given by session Judge Jan Muhammad Gohar, the incident took place in Taratani area of district Kohlu, therefore, petitioners should contact with respective police station and Session Court Kohlu.

    In his remarks, Session Judge Jan Muhammad said Dera Bugti and Sibbi courts have not authority to hear the filed case, therefore, the petition has been dismissed. Strict security measures were taken at this occasion.

    Iran Says US Nuke Documents “Forged”

    The eight-page letter – written by Iran’s chief envoy to the U.N. nuclear agency in Vienna – denounces Washington’s allegations against the Islamic Republic as “fabricated, baseless and false.” The letter does not specify what documents Iran is alleging were forged.

    It also lashes out at Britain and France for “ill will and political motivation” in their dealings on Iran.

    In the letter, a copy of which was obtained by the AP, Soltanieh insists that Iran has demonstrated “the full commitment of my country to its obligations” under an IAEA nuclear safeguards agreement.

    But it takes sharp aim at Washington for giving the U.N. nuclear watchdog unspecified intelligence and other evidence allegedly recovered from a laptop computer that reportedly was smuggled out of Iran.

    “The government of the United States has not handed over original documents to the agency since it does not in fact have any authenticated document and all it has are forged documents,” Soltanieh said.

    “The agency didn’t deliver any original documents to Iran and none of the documents and materials that were shown to Iran have authenticity and all proved to be fabricated, baseless allegations and false attributions to Iran,” he added.

    The IAEA itself has pressed the U.S. and other governments to share more details on Iran-related intelligence. In its latest report on Iran, the U.N. agency noted that “constraints placed by some member states on the availability of information to Iran are making it more difficult for the agency to conduct detailed discussions with Iran.”

    To be noted that the alleged laptop was handed over by terrorist group MEK.

    POLITICS: Iran Nuke Laptop Data Came from Terror Group

    The George W. Bush administration has long pushed the “laptop documents” – 1,000 pages of technical documents supposedly from a stolen Iranian laptop – as hard evidence of Iranian intentions to build a nuclear weapon. Now charges based on those documents pose the only remaining obstacles to the International Atomic Energy Agency (IAEA) declaring that Iran has resolved all unanswered questions about its nuclear programme.

    But those documents have long been regarded with great suspicion by U.S. and foreign analysts. German officials have identified the source of the laptop documents in November 2004 as the Mujahideen e Khalq (MEK), which along with its political arm, the National Council of Resistance in Iran (NCRI), is listed by the U.S. State Department as a terrorist organisation.

    There are some indications, moreover, that the MEK obtained the documents not from an Iranian source but from Israel’s Mossad.

    Tehran has denounced the documents on which the charges are based as fabrications provided by the MEK, and has demanded copies of the documents to analyse, but the United States had refused to do so.

    The Iranian assertion is supported by statements by German officials. A few days after then Secretary of State Colin Powell announced the laptop documents, Karsten Voight, the coordinator for German-American relations in the German Foreign Ministry, was reported by the Wall Street Journal Nov. 22, 2004 as saying that the information had been provided by “an Iranian dissident group”.

    A German official familiar with the issue confirmed to this writer that the NCRI had been the source of the laptop documents. “I can assure you that the documents came from the Iranian resistance organisation,” the source said.

    LONDON: A top federal minister of the cabinet of Prime Minister Yousuf Raza Gilani, who was quite recently the target of frequent lethal attacks in the National Assembly (NA) in its last session on account of his alleged wheeling and dealing, is said to have purchased a multi million pound six bedroom luxury flat in the heart of London.

    Many Pakistani politicians do own flats in the Central London, including Rehman Malik and others. Gen (retd) Musharraf recently purchased a multi-million pound flat in the locality where he is living alone these days. Now, this PPP minister is the last, not the least, addition to the list of a privileged class of politicians who own house or flat in London. Nawaz Sharif too owns a residential building at the Park Lane, facing the Hyde Park.

    The huge house located adjacent to the Marble Arch area of London, has been purchased at a total cost of £4.3 million and the money was said to be transferred through a money exchange dealer based in F-10 Markaz. The money dealer whose name starts with “I” is said to have sent this huge money through illegal channels. The minister is said to have paid cash to buy this property instead of seeking any mortgage from some local bank, as it is usually done in Great Britain. Sources said that no mortgage was sought and the amount was paid in cash only to hide the identity of the minister who was buying the flat.

    The political sources in London claimed that the money was sent in instalments through Hundi business, therefore the transfer of this money was not traced by the concerned agencies. The sources claimed that the minister could also face the serious charges of “money laundering” as he had sent the money in huge amounts through illegal channels instead of using the normal banking channels.

    The sources said the minister, who is a member of PPP Central Executive Committee, had been visiting London quite frequently when Benazir Bhutto used to summon the meetings of his party men in 2007. The minister who used to live with some of the party people in London at their flats, was searching for a small flat since 2007 but his limited financial resources did not allow him to buy a flat there. The minister had also visited many places of London to find out a flat along with his political friends. The sources said the minister was always interested in buying a flat in London and he always talked with his friends how to buy a flat. His lifetime desire was fulfilled when he became a minister in the PPP government and he started minting money.

    He was the only minister in the PPP government, whose stories of corruption had started making rounds in Islamabad. He even came under fire in the national media and the NA, but he always denied these reports and even vowed on Quran to establish his innocence. But, no one believed in his vows, which are very common in Pakistan to deceive the gullible general public.

    The minister, who belongs to the suburbs of Islamabad, was so infamous in taking bribe and commissions in the deals that at one stage his name was at the top of those ministers who were set to be replaced and given some other insignificant ministry. However, Prime Minister Gilani, despite several vows to change this minister, never found a chance to reshuffle his cabinet.”

    SWAT: Afghan Taliban declined a request for help from the militants in Swat by reminding them of their policy of non-interference in Pakistan’s affairs.

    Sources among the Afghan Taliban told that the Swat Taliban had approached them recently and sought help in their battle against Pakistan’s security forces.

    A senior Afghan Taliban official, requesting anonymity, from undisclosed location confirmed that they were approached by the Swati militants for help in their fight against Pakistan’s armed forces. “We told them that the Afghan Taliban have a standard policy not to interfere in Pakistan’s affairs. We reiterated our policy and requested the Swat Taliban not to involve us in Pakistan’s internal matters,” he explained.

    It may be added that the Afghan Taliban have often been linked to the Pakistani Taliban. There have been credible reports that Taliban leader Mulla Muhammad Omar has been sending emissaries to mediate between warring Pakistani Taliban leaders and request them not to fight with each other.

    German had no right to call in Afghan strike: report

    German daily Sueddeutsche Zeitung said a report from the NATO-led International Security Assistance Force (ISAF) had found that Colonel Georg Klein had overstepped his command in ordering the attack in Kunduz last week.

    The paper quoted a senior NATO officer as saying it was “crystal clear” that Klein had not kept to the prescribed chain of command, and that he should not have made the decision without checking back with ISAF headquarters.

    A spokesman for Germany’s Defense Ministry, which has been heavily criticized over the incident, said the officer’s remarks were based on initial ISAF findings amounting to “a kind of inspection report” that contained unsubstantiated speculation.

    Before investigations into the matter had been concluded, the ministry would not comment on such reports, he added.

The committee met here on Wednesday under its chairman senator Talha Mehmood at the CDA headquarters.     US urges caution on Afghan vote

    The US envoy to Afghanistan has told the BBC that critics of last month’s presidential election in the country should not “jump to conclusions”.

    Richard Holbrooke said the independent election commission should be allowed to complete its vote counting before people made judgements about the poll.

    He said a rerun of the election was not a viable option.

    Earlier the election complaints commission began invalidating some of the votes.

    “Not all of the people in Afghanistan were able to vote, and as I’ve said many times before this election, there are imperfect elections throughout the west as well, and holding elections under these conditions is a very brave thing to do so let’s see what happens before jumping to conclusions,” Mr Holbrooke told the BBC’s Newsnight programme.

    Credible government possible’

    The British Foreign Secretary David Miliband also spoke to the BBC about the election and said he still had confidence that a fair result can be achieved.

They have been summoned on October 7.

    Earlier, local court of Sibbi had rejected the same petition against former President Pervez Musharraf.

    US says no direct funding to PPP government

    WASHINGTON: The United States made it absolutely clear on Friday, days before President Asif Ali Zardari is to meet President Obama and British Prime Minister Gordon Brown in New York, that bulk of the money it will provide under the Kerry-Lugar Bill will not go directly to the PPP government, but to specific projects and purposes for which it is intended.

    Senior journalist, Shaheen Sehbai in a dispatch here said that the US government was still grappling with the issue of a huge trust deficit and would not feel comfortable with aid money getting into the hands of the PPP government despite efforts in Washington to repair and whitewash the image of PPP leaders.

    US State Department Deputy Secretary for Management and Resources, Jacob J. Lew in his briefing told this.

    Jacob Lew told the briefing: “On the question of aid, there, as any of you who have seen the press releases put out would know, they’re very much anxious to have as much of the assistance as possible flow directly to the Pakistani government.

    “We made clear that we’re looking at a variety of approaches, that we certainly intend to be supportive of Pakistani ministries where the programmes are ready to accept that support effectively, but that we also needed to look at the provincial level and to work with the traditional NGO community, and it wouldn’t be a one-size-fits-all approach.”

    The official made it obvious that instead of providing aid to the government to spend wherever it liked, they would look at the ministry projects, which are ready on a case-to- case basis and also provide direct aid to provinces and NGOs. That is what he meant by saying that “it would not be a one-size-fits-all approach.”

    Jacob Lew also spoke about his visit to Pakistan in general. “We focused on a number of issues. I think, as you all know, with the Kerry-Lugar programme being worked through now in Congress and the budget process working through, in terms of the appropriations, we’re ready to take the next step and put a detailed programme out there that really goes and specifies what forms of assistance will be provided.

    This is the latest indication that the U.S. government is still struggling to overcome with its trust deficit symptom and is not willing to give the funds on account of aid directly in the hands of the People’s Party, despite the Pakistani officials in U.S. trying hard for improving the image of the PPP leaders.

    In the rest of the world they can travel by train with almost the same speed as an aeroplane. In Japan they can reach almost 600 km/h (practically it is about 300 km/h). Even countries like Turkey, Singapore and Malaysia are on the way to introduce trains, which can reach about 300 km/h.

    By-polls on November 7: CEC

    ISLAMABAD: The Election Commission of Pakistan (ECP) Tuesday announced to hold the by-elections on all vacant seats including three seats of National Assembly and two Punjab Assembly constituencies on November 7.

    On the hearing of a petition field by Sheikh Rashid demanding holding of by-election in the constituency NA-55, the Chief Election Commissioner directed the Punjab government to complete the security arrangements for the purpose.

    Sheikh Rashid arrived at the ECP accompanied with Amir Fida Paracha.

    After the hearing, a statement was issued announcing the by-elections on vacant seats on November 7; the schedule would be announced later.

    According to announcement, the vacant seat include NA-55 of Rawalpindi, NA-123 of Lahore and NA-271 of Kharan; similarly, PP-82 of Jhang and PP-284 of Bahawalnagar.

    Chief of Awami Muslim League, Sheikh Rashid Ahmed said election process would be completed after Eid.

    Chief Election Commissioner, Justice (r) Hamid Raza heard the petition.

    Sheikh Rashid Ahmad had filed a petition in the ECP in which he took the stance citing the laws of Election Commission that ECP is entitled to hold election on any vacant seat within 60 days.

    Therefore, he demanded from ECP to hold by-election in constituency NA-55 as soon as possible.

    It is worth mentioning that the said that constituency was vacated by PML-N Leader Hajji Pervez Khan after he had tendered resignation due to which ECP had postponed by-election in view of the law and order situation.

    ISLAMABAD – The Supreme Court on Wednesday sought a NAB report, made two years ago during an earlier sugar crisis, besides directing the State Bank to furnish details of loans provided to the mill owners and the mode of repayment. The NAB report had also exposed the questionable dealings of the sugar cartel. The sending for the loan record will also create problems for the sugar barons.

    The court also rejected request for staying LHC orders that fixed sugar prices at Rs 40/kg and directed Provinces of Punjab, Sindh and N.W.F.P, Pakistan Sugar Mills Association (PSMA), Trading Corporation of Pakistan (TCP) and Competitive Commission of Pakistan (CCP) to furnish details regarding production and prices of sugar during the past three years.

    Advocate Shafqat Chohan, who had filed a writ petition in the LHC besides the suo moto notice taken by its Chief Justice Khawaja Sharif, Wednesday prayed to the court to further bring down prices of sugar.

    He said that State Bank through Circular Number 2 of 2009 had directed owners of sugar mills to return loans taken from banks by July 31. However, he said, the mill owners in connivance with the Ministry of Finance and Ministry of Industries and Production did not return their loans on time and used the said amounts for hoarding sugar. “Were they forced to return the loans they would surely have sold out their stocks thus having no money for hoarding sugar”, he said.

    State of War

    Because the United States does not look like a militarized country, it’s hard for Americans to grasp that Washington is a war capital, that the United States is a war state, that it garrisons much of the planet, and that the norm for us is to be at war somewhere at any moment. Similarly, we’ve become used to the idea that, when various forms of force (or threats of force) don’t work, our response, as in Afghanistan, is to recalibrate and apply some alternate version of the same under a new or rebranded name–the hot one now being “counterinsurgency” or COIN–in a marginally different manner. When it comes to war, as well as preparations for war, more is now generally the order of the day.

    This wasn’t always the case. The early Republic that the most hawkish conservatives love to cite was a land whose leaders looked with suspicion on the very idea of a standing army. They would have viewed our hundreds of global garrisons, our vast network of spies, agents, Special Forces teams, surveillance operatives, interrogators, rent-a-guns and mercenary corporations, as well as our staggering Pentagon budget and the constant future-war gaming and planning that accompanies it, with genuine horror.

    The question is, What kind of country do we actually live in when the so-called US Intelligence Community (IC) lists sixteen intelligence services ranging from Air Force Intelligence, the Central Intelligence Agency, and the Defense Intelligence Agency to the National Reconnaissance Office and the National Security Agency? What could “intelligence” mean once spread over sixteen sizable, bureaucratic, often competing outfits with a cumulative 2009 budget estimated at more than $55 billion (a startling percentage of which is controlled by the Pentagon)? What exactly is so intelligent about all that? And why does no one think it even mildly strange or in any way out of the ordinary?

    What does it mean when the most military-obsessed administration in our history, which, year after year, submitted ever more bloated Pentagon budgets to Congress, is succeeded by one headed by a president who ran, at least partially, on an antiwar platform, and who has now submitted an even larger Pentagon budget? What does this tell you about Washington and about the viability of non-militarized alternatives to the path George W. Bush took? What does it mean when the new administration, surveying nearly eight years and two wars’ worth of disasters, decides to expand the US Armed Forces rather than shrink the US global mission?

    What kind of a world do we inhabit when, with an official unemployment rate of 9.7 percent and an underemployment rate of 16.8 percent, the American taxpayer is financing the building of a three-story, exceedingly permanent-looking $17 million troop barracks at Bagram Air Base in Afghanistan? This, in turn, is part of a taxpayer-funded $220 million upgrade of the base that includes new “water treatment plants, headquarters buildings, fuel farms, and power generating plants.” And what about the US air base built at Balad, north of Baghdad, that now has fifteen bus routes, two fire stations, two water treatment plants, two sewage treatment plants, two power plants, a water bottling plant and the requisite set of fast-food outlets, PXes and so on, as well as air traffic levels sometimes compared to those at Chicago’s O’Hare International?

    American Newspeak

    Newspeak, as Orwell imagined it, was an ever more constricted form of English that would, sooner or later, make “all other modes of thought impossible. It was intended,” he wrote in an appendix to his novel, “that when Newspeak had been adopted once and for all and Oldspeak forgotten, a heretical thought…should be literally unthinkable.”

    When it comes to war (and peace), we live in a world of American Newspeak in which alternatives to a state of war are not only ever more unacceptable, but ever harder to imagine. If war is now our permanent situation, in good Orwellian fashion it has also been sundered from a set of words that once accompanied it.

    It lacks, for instance, “victory.” After all, when was the last time the US actually won a war (unless you include our “victories” over small countries incapable of defending themselves like the tiny Caribbean Island of Grenada in 1983 or powerless Panama in 1989)? The smashing “victory” over Saddam Hussein in the First Gulf War only led to a stop-and-start conflict now almost two decades old that has proved a catastrophe. Keep heading backward through the Vietnam and Korean Wars and the last time the US military was truly victorious was in 1945.

    Pakistan police raid US-contracted security firm

    ISLAMABAD – Pakistani police raided a local security firm that helps protect the U.S. Embassy on Saturday, seizing dozens of allegedly unlicensed weapons at a time when unusually intense media scrutiny of America’s use of private contractors has deepened anti-U.S. sentiment.

    Two employees of the Inter-Risk company were arrested during the raids in Islamabad, police official Rana Akram said. Reporters were shown the seized weapons — 61 assault rifles and nine pistols. Akram said police were seeking the firm’s owner.

    U.S. Embassy spokesman Rick Snelsire said the U.S. contract with Inter-Risk to provide security at the embassy and consulates took effect this year. It is believed to be the first U.S. contract for the firm, said Snelsire, who did not have a figure for its amount.

    “Our understanding is they obtained licenses with whatever they brought into the country to meet the contractual needs,” he said. “We told the government that we had a contract with Inter-Risk.”

    Akram said he had no idea about any U.S. links to Inter-Risk. A man who answered the phone number listed for the company and identified himself as Riaz Hussain confirmed the raid but gave contradictory answers when asked about any U.S. ties.

    The company popped up Friday in one of a slew of local media reports that have focused on private security firms American diplomats are believed to use in Pakistan.

    In particular, Pakistani reporters, anti-U.S. bloggers and others have suggested the U.S. is using the American firm formerly known as Blackwater — a claim that chills many Pakistanis because of the company’s alleged involvement in killings of Iraqi civilians.

    The U.S. Embassy denies it uses Blackwater — now known as Xe Services — in Pakistan.

    Scandals involving U.S. private contractors have occurred elsewhere in the region.

    In Washington on Friday, the Commission on Wartime Contracting heard testimony about another contractor — ArmorGroup North America — involving alleged illegal and immoral conduct by its guards at the U.S. Embassy in Afghanistan.

    Earlier this year, the Iraqi government refused to grant Xe Services an operating license amid continued outrage over a 2007 lethal firefight involving some of its employees in Baghdad, although the State Department has temporarily extended a contract with a Xe subsidiary to protect U.S. diplomats in Iraq.

    Many of the reports in Pakistan have been prompted by U.S. plans to expand its embassy space and staff. Among the other rumors the U.S. denies: that 1,000 U.S. Marines will land in the capital, and that Americans will set up a Guantanamo-style prison.

    The U.S. says it needs to add hundreds more staff to allow it to disburse billions of dollars in additional humanitarian and economic aid to Pakistan. The goal is to improve education and other areas, lessening the allure of extremism.

    Some analysts say Islamist and other opposition groups may be planting the stories in the Pakistani press and blogs to portray Pakistan’s government as an American lackey.

    Pakistani political analyst Talat Masood said Inter-Risk’s association with America “will increase the apprehensions that existed that the Americans are engaged in clandestine activities,” and that the raid shows “the Pakistan government is asserting itself.”

    The U.S. considers stability in Pakistan critical to helping the faltering war effort in neighboring Afghanistan, and has pressed Pakistan to crack down on extremism on its soil. Al-Qaida and Taliban fighters are believed to use Pakistan’s northwestern regions bordering Afghanistan as hide-outs from which to plan attacks on Western troops in Afghanistan.

    Pakistan has launched offensives against militants, but has also relied on some local militias to help fend off the Pakistani Taliban. Some of these militias share the same aims as the Taliban in Afghanistan, but disagree with targeting the Pakistani government.

    On Saturday, one pro-government militia leader said the army had asked him to stop fighting the Pakistani Taliban. Turkistan Bhitani told The Associated Press that he and 24 aides surrendered their weapons to the army in the northwestern city of Dera Ismail Khan and that he had asked 350 of his men to do so as well.

    Pakistani army spokesman Maj. Gen. Athar Abbas, however, said he knew nothing of such an arrangement.

    Also Saturday, a bomb at a security checkpoint in the northwestern region of Dara Adam Khel killed at least two people, local government official Aslam Khan said. He said police are still investigating if it was a suicide attack and determining the identity of the victims.

    Taliban fighters in Pakistan’s northwestern regions bordering Afghanistan frequently target security checkpoints. The Sunni extremist militants also have fueled violence pitting Muslim sects against each another.

    Police said Saturday that the death toll from a suicide car bombing at a hotel in a Shiite Muslim-dominated village in Pakistan’s northwest rose to 40. The Friday blast in Usterzai village was followed by a bomb in nearby Cho village that killed a Sunni official.

    The army said in a statement that 51 militants had surrendered in the last 24 hours in the northwest Swat Valley, and that another seven were arrested during ongoing operations there. It also said militants fatally shot five civilians in a minibus there.

    ISLAMABAD: Chief Justice Iftikhar Muhammad Chaudhry after offering Eid prayers here went straight on a visit to Rawalpindi Adiala Jail.

    The chief justice on this occasion exchanged greetings with the prisoners, heard their complaints and distributed 6,000 gift packs, which he had carried along with him.

    It may be recalled that Adiala Jail has a capacity of 1994 prisoners, while the existing prisoners tallied 5,000. Adiala Jail has some such women prisoners, whose children are also living with them, but there is no separate arrangement for these children’s residence.

    CJ on this occasion will take a round of the Jail Hospital also.

    Brzezinski: U.S. should attack Israeli jets if they try to attack Iran

    The national security adviser for former President Jimmy Carter, Zbigniew Brzezinski, gave an interview to The Daily Beast in which he suggested President Obama should make it clear to Israel that if they attempt to attack Iran’s nuclear weapons sites the U.S. Air Force will stop them.

    “We are not exactly impotent little babies,” Brzezinski said. “They have to fly over our airspace in Iraq. Are we just going to sit there and watch? … We have to be serious about denying them that right. That means a denial where you aren’t just saying it. If they fly over, you go up and confront them. They have the choice of turning back or not. No one wishes for this but it could be a ‘Liberty’ in reverse.”

    The USS Liberty was a U.S. Navy technical research ship that the Israeli Air Force mistakenly attacked during the Six Day War in 1967.

    Brzezinski endorsed then-Sen. Obama’s presidential campaign in August 2007, which at the time was portrayed in the media as a boost to Obama’s foreign policy cred. The Washington Post reported: “Barack Obama, combating the perception that he is too young and inexperienced to handle a dangerous world, got a boost yesterday from a paragon of foreign policy eminence, Zbigniew Brzezinski.”

    Brzezinski was never an official campaign adviser, but Republicans jumped on the endorsement to push the meme that Obama wouldn’t be a friend to Israel, as Brzezinski’s views of Israel attracted criticism from some quarters in the American Jewish community.

    Latin America makes a dent in poverty with ‘conditional cash’ programs

    Santa Cruz, Brazil – Denise de Oliveira lost her job as a janitor in June when she had to stay home to care for her 13-year-old son, who had pneumonia. The 45-year-old single mother of four has kept food on the table, however, thanks to a government program that pays her family $70 per month.

    “It doesn’t give you enough to buy everything you want, but it sure helps,” said de Oliveira, who lives on a dirt street in this impoverished town on the outskirts of Rio de Janeiro.

    Unlike traditional government handouts, however, this popular anti-poverty program, which has spread throughout Latin America and even to New York City, requires that de Oliveira’s children stay in school. The children also must have twice-a-year health exams and be vaccinated against diseases.

    The program goes by different names — Bolsa Familia (Family Fund) in Brazil and Oportunidades (Opportunities) in Mexico, the most populous countries it’s in — and has slightly different rules depending on the country. Analysts say it’s become the most successful anti-poverty program in years because it requires the poor to do something meaningful and measurable in exchange for government charity.

    “I have worked in this field for 30 years in every region of the world,” said Helena Uribe, a senior anti-poverty specialist at the World Bank in Washington. “This is the one (program) that works. It has showed that you can reach poor people today and position them to improve opportunities over a lifetime.”

    “The programs are popular because they have quick impacts that are measurable,” said Amanda Glassman, a specialist in the program at the Inter-American Development Bank. “Well-child visits go up. Vaccination rates go up. School attendance goes up. Kids are taller for their age, even if they’ve been in the program for only a year.”

    Fears that the program would encourage families to have more children, stay at home rather than work to collect benefits or become playthings of patronage-happy politicians have proved to be unfounded, Glassman added.

    Secretary of State Hillary Clinton, Colombian President Álvaro Uribe and Chilean President Michelle Bachelet will be among the speakers at a forum on the program Tuesday in New York.

    The program began in Brazil and Mexico in the mid-1990s. About 100 million people now are enrolled in it in Latin America, including 45 million in Brazil and 12 million in Mexico, according to the World Bank. Every Latin American country except Venezuela, Cuba, and Nicaragua has some version of the program, and millions more receive benefits in places such as Bangladesh, Kenya, and Pakistan.

    The cash payments typically go only to women, who’re more likely than men are to make sure that the money is spent on food and clothing, analysts say.

    Bolsa Familia has had its most dramatic effect in Brazil, where 25 percent of the country’s residents receive benefits.

    Sergei Soares, who studies Bolsa Familia for the Institute of Applied Economic Research, a Brazilian government research institute, said, “It has kept millions of kids from dying from starvation and related illnesses.”

    In Mexico, researchers have found that the dropout rates of 16- to 19-year-olds in rural areas dropped by 20 percent.

    On the health side, researchers have found that children in Mexico gained an extra half-inch in height on average, while malnutrition dropped nearly 7 percent in children younger than 2 in Colombia, according to the World Bank.

    However, the programs — which social scientists call “conditional cash transfers” — also demonstrate the limits of anti-poverty programs.

    “The programs are not a panacea to poverty,” Glassman said. “They are part of the answer to poverty.”

    Soares, who calls the program a huge success, said it had done little to reduce poverty in Brazil because its greatest impact had been keeping the poorest of the poor alive and making their lives somewhat more bearable. In other words, they’ve moved up from the bottom rung, but remain poor.

    The program also has yet to lift classroom test scores in Mexico, the one country where data are available. It’s barely raised school enrollment in urban areas throughout the region because most children already were in school.

    “It’s so easy and seemingly indefensible to write a check for poor people,” said Samuel Morley, a longtime anti-poverty specialist, referring to the World Bank and the Inter-American Development Bank. Both institutions have loaned billions of dollars and provided expert advice to developing countries to implement and manage the program.

    “But I wish they spent more money on actually improving the quality of schools. The education system is starved for funds.”

    Jere Behrman, a University of Pennsylvania professor who’s studied the program, said it didn’t turn students into classroom stars.

    The schools they attend, he said, “are not very good. They need better materials, computers and teachers.”

    However, Behrman said that children who spent more time in school tended to be more productive when they entered the work force and to exhibit more self-discipline, and even were better parents.

    “More time in school matters,” he said.

    In Brazil, Soares said, students who spend at least eight years in school are six times less likely to be homicide victims than those who spend four years or less in school.

    In Santa Cruz, a struggling town 90 minutes by car from Rio de Janeiro, Selma Floriano, like her neighbors, swears by the program. She sat in a side patio filled with old shoes and a broken-down washing machine and discussed Bolsa Familia.

    “Before, children had to leave school to work and help the family out,” said Floriano, a 49-year-old mother of eight. “Now, if your children are juggling for tips at a stoplight instead of being in school, they can drop you from the program.”

    Bilour snubs Munib remnant of Musharraf demands dissolution of ReH

    PESHAWAR: Federal Minister for Railways and the leader of Awami National Party (ANP), Ghulam Ahmad Bilour calling Mufti Munibur Rahman as the remnant of Musharraf, demanded dissolution of the existing central Ruet-e-Hilal Committee and suggested the appointment of Mufti Shahabuddin Popalzai of Masjid Qasim Ali Khan as the new chairman.

    Addressing a press conference here, he said it was our wish that there should be one Eid all across the country along with Makkah and Madina. He said that he has no personal differences with Mufti Munibur Rahman, but since Mufti sahib’s ascending to chairman slot, he could not ensure unanimous observance of Ramazan and Eid on one day. He said that he was the worshipper of God and not the worshipper of his nationality, but he loves his nation.

    He further said he didn’t mean to hurt anybody and added, “Eid is not a political, but religious issue and he supported Masjid Qasim Ali Khan’s decision on the basis of evidences.”

    Muneeb urges Bilour to stay away from mischief

    KARACHI: Chairman Central Ruet-e-Hilal Committee, Mufti Muneeb-ur-Rehman Wednesday warned Ghulam Ahmed Bilour to stay away from mischief and allow him to stay quiet.

    Talking to Geo News while responding the allegations leveled by Bilour, he said it is political custom everywhere to make friends; but, Ghulam Ahmed Bilour is out seeking enemies, adding the 95 percent people of the country and even their ministers offered Eidul Fitr prayers in accordance with the central Ruet-e-Hilal.

    Mufti Muneeb-ur-Rehman said Awami National Party (ANP) should understand that most of even their members rejected the decision of Mufti Shahabud Din, adding had President or the PM been in the country, they would have celebrated Eidul Fitr in accordance with the decision taken by the central Ruet-e-Hilal.

    He said the shop at Masjid Qasim Khan should be shut down.

    Commenting on the statement of Ghulam Ahmed Bilour, Mufit Muneeb said he is the remnant of Islam and he opposed every un-Islamic measure by Pervez Musharraf, adding the ANP people are in themselves the remnants of Musharraf.

    Mufti Muneeb said Mufit Shahab should be made the leader of the ANP, adding no single scholar of Pakistan can decide on one witness.

    He wondered if the ANP think the 170 million Pakistanis are with Qadiyanis.

        I have still not received a concrete answer about Ghamdi apart from that he is a “Pervaizi” or has another interpretation of Islam. Why do we have to follow the traditional mullahs in each and every “fact” they present? Isn’t there so much KNOWLEDGE in Al-Qur’an that we will continue discovering beautiful pearls in f.ex. science etc.?

        Btw: I think there is a confusion/disinformation regarding the “Pervaizi belief”. They don’t say they don’t believe in hadith. What they say is that Hadith (the written version) is not always according to what the Prophet (saw) actually did or say.

    Like Prophet’s mutawatir hadith in siha sitta that I am leaving behind Quran and my ahlul baith adhere to both of them until you see me on judgment day.
    This hadith is strictly kept for the books not to be read or preached because “I am leaving behind Quran and sunnah” is made the chapter of eiman now there is no need to further explore it.

    Creating doubts about “Judgment Day” and calling paradise and hell allegorical terms in Quran put all Ghamdians and perwaizis out of fold of Islam.
    Allama Perwaiz was cautious in denying original explanations of Judgment day, pardise and hell by Prophet of Islam but he was the first in India to clearly introduced new meanings of these terms which eventually help his followers to develop totally new concept about akhira i.e. all the good and bad are rewarded here and a Hindu like concept of re-incarnation.
    Lack of character by main stream muslims because of their weak faith in akhira can not be attributed to mainstream Islam.

    Islam still is the best religion which gives a complete way of life which is unmatched by other big religions of today’s world.

      Islam is nothing but proximity to Allah…if this nearness to Allah could be measured in inches or feet or miles then I would say 4 inches would not draw you 4 miles away from Allah and 8 inches would not draw you 10 miles near to Allah.

      Yes your parctice on the faith you are copying Prophet or in obedience to Prophet would draw you 100s of miles near to Allah.
      Similarly faith in judgment day is essence of eiman like obedience to Prophet, that can not be measured with practice of length of your beard.

      I don’t know in what reference you quote Bilour…Though moonsighting and celeberating eid on different days again is incopareable to faith on judgment day.

    Befdore I go further I may explain shias are already divided into Taqleedi and non Taqleedi and Taqleedi are dominant and powerful most belong to Taqleed of Aytullah Khaminei and Aytullah Sistani…Theres no evidence of Taqleed of deceased Aytullah Khoei….though Sistani owned his teachings but new Muqalids are known as Taqleedi of Sistani.
    This is the first time people were addressed as Muqalid of Khoei should celeberat eid because he is not alive and he does not have wakeels in different cities who can confirm moonsighting…Sistani does.
    They have seen the power of Marjah in Iraq and Iran so the scheme is to break this power and it must be done within the sections of Taqleedi shias because a non Taqleedi shia would not have same impact.

    Just a thought on Hadith. It is one of the most researched topic and generally I would accept any hadith with its reference. I think questioning the validity of Hadith without putting forward contrary evidence is at best intellectual dishonesty.

Maulana Maududi wrote an excellent book “sunnat ki aaini haisiyaat”. Do read it explains much better then I can ever explain. Its the ijma of the Islamic nation that Quran and Hadith are must component of Islam. U cant have one without the other.

      2 – The sanad of hadith.

    What you have actually proven is that corruption already started long ago. Let me first make one thing clear. I or for that matter anybody of us does NOT dispute the sayings of the honourable Prophet (saw). I suppose all of us agree that the first step towards Islam goes through the Prophet (saw) in the sense that first we believe he speaks the truth and is the messenger of God! That means there is NO dispute in what the Prophet said is the TRUTH and according Al-Qur’an!

    You have also mentioned a vital point about the being of hadeeth. Why did the honourable Prophet (saw) not ensure that hadeeth were written down in his life time? There MUST have been a very good reason for that. Many Muslims claim that hadeeth describes sunnah, but remember the prime sunnah for the Prophet was Al-Quran. Actually THAT was what his guidance in Islam just as well as it is our guidance with a God given GURANTEE that this prime source CANNOT be corrupted. Al-Qur’an is COMPLETE and needs nothing else to be proven right! Actually the Almighty Allah has in clear terms warned everybody including the Prophet to stay on track.

    Isn’t that a VERY STERN warning to the Prophet? Not that he was about to do it, but isn’t it a warning to all Muslims to stay on course and NOT to invent ANYTHING by themselves about the Almighty? Isn’t that the case with some hadeeth?

    I don’t mind reading and studying hadeeth either, but please take it as it is i.e. more or less reliable/accurate historical narratives. To attribute the “narratives” mentioned by @nota to our Prophet (saw) is actually an insult towards our religion and our beloved Prophet (saw). Nor am I saying that some of the sahaba deliberately lied, but on the other hand anti-Islam elements cannot be ignored either i.e. people who on purpose has planted lies in between true narratives. I think hadeeth can be categorised like this:

    - Hadeeth with genuine link to first hand witness. Uncertainties are the many links through MANY generations to the first hand witness. 150 years is equal to 6 generations!

    - Hadeeth planted with the purpose to corrupt our deen=the perfect way of life by the enemies of Islam. They did an awesome job. We only sank deeper and deeper and got farther and farther away from Islam and have ended up with numerous fractions, who can even not pray together.

    What do we need to do? We need to get back to the true spirit of Islam. Wipe out all ills and go back to the core of Islam i.e. Al-Qur’an. We will have plenty of challenges in that alone since we will face all kind of angles to understand Al-Qur’an. I do not mind listening to different interpretations as long as they are honest and makes sense. That is off course a personal decision each and every Muslim must make by him- herself.

    @Mayoos Pakistani: Sorry for the long post, but these are very sensitive matters.

    Pakistan had a good win against the Indians. We had a good team effort apart from that the fast bowlers didn’t do well. Very good knocks from Yousaf and Malik. Great bowling by Afridi and Saeed. I think/hope this team will go a long way, inshallah.

    Newcomers like Mohammad Aamer and Umar Akmal has given a boost to the team. The team is a good mix of talented youth and experienced players like Yousaf, Younis, Malik Afridi etc. I would say I only missed Abdul “Razor” Razzaq. Does anyone know why he is still not a permanent member of this team? Why keep such a brilliant all rounder out of the team?

U can search if u want anywhere and u will find the same answer that hadiths were written down in time of prophet. But if u dun believe that then lets not argue anymore, Cuz we have a fundamental disagreement that we won’t agree to.

    Al-quran, sunnah and ijma, qayas and ijtihad makes up islam. Not only one thing. This is the believe and this is the right way.

    There is no punishment of rijam in quran for married zani, yet Prophet implemented it its been part of islamic sharia since time of prophet. This is just an example of how imp sunnah is.

    I think there is more than one scenario about IK’s approach.

    If the aim is to inch closer to them with the current MQM setup, then it’s a sad development and IK’s image will certainly suffer, but if the aim is to awaken sensible voices inside MQM i.e. they get rid of criminal elements with Altaf first in line, then the effort could be praise worthy – though personally I don’t believe that MQM zombies will leave behind Altaf and other known crooks in return of being accepted like a genuine political party. The second scenario is acceptable, but a friendship with crooks will damage IK/PTI a lot.

    Haroon ur Rasheed is a ardent IK supporter and never claims to be neutral on this issue and I can understand that. The reason I mentioned him in my comment was that even he did not object to that comment by a very responsible person.

    Anyway dobtoon ko tink ka sahara. It is a sad sad situation.

    Maybe we are just wasting our time when we can’t even produce a visionary leader.

    BTW before reading “MQM reconciliation statement, as per Observer” I would have agreed with Haroon ur Rasheed asking IK to contest NA55 or NA123 election and would have contributed but I am not so sure now.

The question is; has IK paved the way for a political alliance with MQM. I hope not…that will be suicidal!

    I don’t know how IK’s perception is about this issue.

    My personal assesment would be that on paper both claims to be the party of anti-establishment, for middle class, against military intervention, rights for poor, development etc. On paper the case will be the same with almost all other parties too like PPP (Roti kaprha aur makaan) and the same can be said about PML-N, Q and JI, but when luck has favored all these parties they have not been acting according to what they say/write, and that includes MQM too.

    Personally I don’t believe MQM and PTI can be allies unless a total transformation of MQM i.e. they get rid of criminal elements. I suppose they won’t and thus never become reliable allies for anybody-unless shortsightedness like the PPP and PML-N led governments. MQM is opportunistic by nature (even more than many other parties) and will seek to get influnce with any government party. So IK’s statement is a waste of words. He will not achieve much by that.

Same with MQM and JI, both are ideological movement and thus can never be allies. PPP and MQM compliment each other ideologically together with ANP and can and do work together, cuz ideologically the difference is not sun and moon. Where as PML can work with JI and others ideologically speaking. These are all ideological parties. except PML that since formation of pak has become king party. But rest of parties, PPP, ANP, JI and MQM are ideological parties. If PTI is natural allies with MQM then one must submit ideologically they compliment each other. :)

Apart from that I am not living in fantasy land to think of a 100 % match with any political party and nor am I a flip flop supporter. Any party will make mistakes and have always have certain policies which does not suit my mind. I will look at a party as a whole and support what I find is overall acceptable.

Complete convergence of ideology between all parties is out of the question (that will not happen – otherwise one of them must go). I agree with you that some parties “on paper” have more in common than others, but what is keeping JI an PPP from working on common platform on certain issues? I know that JI cannot work together with PPP on the “liberal” agenda, but why not work together on getting rid of poverty, dictatorship, infrastructure etc.

      I have all along been speaking about “on paper” and “in reality”. On paper it can be done on certain issues and on reality it’s an impossible task to work with MQM. Go back and read!

      Generally speaking it happens real life in the West that opposite ideologies find common ground. That doesn’t mean that they have completely share exactly the same view……read COMMON GROUND! Off course the right atmosphere and the right scenario must be present if two parties with opposite ideologies find common ground. One scenario could be that no party has simple majority. Then you do what? You negotiate with other parties and find common ground – just like PPP did this time with MQM and just like PML-N did in the past. On top of that they did it without if’s and but’s. They have plainly been working MQM (a terrorist entity)and is still willing to do it again (don’t tell that PML-N will not do that). Off course there is a difference between finding common ground and being “natural allies”. I gave my perception of what he could have been thinking of, but off course you and Afzaal HAD to twist it. I have been speaking about natural alliance on certain issues and not as whole. Whether IK has a perception of a possible “natural alliance” on general, then O don’t know where he found the source for that, and I haven’t given the impression of that either. It is you who twist the facts consistently. Grow up and learn to read and debate properly.

      And now you tell me what would be against MQM and PTI or for that matter PML-N and MQM to find common ground. Leave aside the MQM thuggish/terrorist nature (I know in real we most probably cannot). …….It means “on paper” view!

After all he has done more for the poor than both the Butt’s, Zardari’s and the Bhutto’s in spite of having far less resources’. That does not make a good politician, and most probably he is not a GREAT politician, but who cares. Speaking one’s mind will not carry anybody, but if you deceive and lie that will help a politician (Butt’s and Zaradaris are perfect examples). We need not necessarily a genius at the moment. A normal sensible person with a little bit of integrity and honesty can do wonders for Pakistan.     I have np with politicians joining forces, JI called PPP baree burai and PML choti burai then joined hands with PML. Its politics, and ideologically they dun have huge differences with PML. And that is my point, MQM is secular, want liberal (read madar padar azad) society, wants qadiyanis and christians to be allowed to preach, wants to end tauheen-e-rasalat, on social issues are close to west how in God name they can be natural allies with PTI who I think are nationalist, moderate islamic point of view, think shariya is best but want to go unlike mullah in an enlightened way. If they think they natural allies woith mqm then they like mqm and why should we support them.

    Punjab govt files petition to defer bye-polls

    LAHORE: Punjab government has filed petition in Lahore High Court (LHC) requesting to defer the bye-polls in the province.

    Geo New reported, Khuwaja Haris and Mustafa Ramday filed petition in LHC, on behalf of Punjab government, pleading that the law and order situation is not in the favour of by-polls in Punjab and that Chief Election Commissioner (CEC) did not consult the provisional government in this regard.

    LHC will hear the case tomorrow.

    It may be recalled that CEC has directed to hold bye-polls on November 7th for NA-55 and NA-123 in Punjab.

      Right…… Generally speaking: We have had awareness to some extent due to extensive media coverage (especially TV), but still we see a lot of people repeating the same willingness to vote for well tested (CORRUPT) politicians – and here I am not talking about Sheikh-ul-politics alone, but a big part of the other politicians too.

      My prediction is that those app. 20-30 % who use their voting power will go for the same lot of politicians. That means mainly PML-N, MQM and PPP. Unfortunately the vast majority of Pakistanis has lost interest or don’t care. They have been used to the corrupt nature of society/politicians or think they are not able to anything to change the course. The only chance of renewal is if this sleeping majority use their vote to vote for sensible politicians. The question is, who can give them wake up call so they can find the way to the voting box? On top of that we have the usual suspects the “institutions”. Their influence cannot be neglected either.

      Anyhow I will look forward to see who wins the seat in NA55. It’s an interesting contest.

            NS will win NA-55 but I don’t understand what the real qissa is behind their wish to delay the announced date.
            Sheikh is a seasoned politician and must sit in National Assembly. Aur kuch nahi tau qaum ko hunsanay k leay darbari muskhara zaroori hai.

    ur entitle to vote whom u like why the fatwa for someone who vote 4 somoene else. If i vote for sheikh against IK I have my reason, i think Sheikh should be in govt, IK can contest elections from mianwali will vote for him there ;)

    Punjab: Opposition parties dismayed on petition to defer by-polls

    ISLAMABAD: Chief of Awami Muslim League Sheikh Rashid Ahmed has described petition seeking a delay for by-elections as a conspiracy to deprive people of their right to chose.

    Addressing an emergency press conference at Awami Muslim League secretariat, Sheikh Rashid appealed to the Chief Justice of Pakistan to take suo motto notice of the matter.

    He said Nawaz Sahrif neither wants to be part of the present parliament nor is he ready to play a role as an effective opposition leader. “He does not want to oppose the government’s internal and external policies,” Shiekh Rashid observed.

    He also termed the delaying of polls as a conspiracy against him, saying “They want to obstruct my way into the assembly.”

    Family and business associates, who are lured to the sub-continent, are often the targets.

    In a country where murder is cheaper and less fraught with risk, the perpetrators of these crimes are rarely brought to justice.

    Campaigners in both India and the UK believe this to have claimed the lives of hundreds of victims over several years.

    These armchair murder plots are hatched in the living rooms of Britain and executed mainly in the rural Indian state of Punjab.

    Kenya’s diplomatic row with the U.S ends

    A diplomatic time bomb was defused on Tuesday after America assured Kenya that it will observe protocol in its diplomatic engagement and communication, Foreign Affairs Minister Moses Wetangula said on Tuesday.

    Wetangula who met the US ambassador Michael Ranneberger on Tuesday morning said the two agreed to avoid actions that would undermine the “friendly relations between the two nations.”

    The Minister had summoned Ranneberger over warning letters the U.S issued to 15 prominent Kenyans it claims are undermining the reform agenda.

    “Our discussions were very productive and Ambassador Ranneberger knows and understands – if he didn’t – the need to follow protocol,” he said falling short of saying that Ranneberger apologised for announcing that letters warning of possible travel bans had been sent to 15 government officials through the media and bypassing government structures.

    “We did agree there is no room for megaphone diplomacy but diplomacy that is mutual in nature and the channels of correspondence between governments are better used,” he added.

    Wetangula said Ranneberger gave him a copy of the list of those who received the said letters but indicated he would not make the names public.

    “I promised him (Ranneberger) that I would not make them public. Those who received can come out and declare,” he said.

    The Minister summoned Mr Ranneberger on Monday to seek an explanation about what Kenya said was a breach of diplomatic protocol after the US issued letters to the 15 individuals instead of communicating directly with the government.

    Ranneberger revealed details of the letters last Thursday while Wetangula was away on official duty in the US. The Minister was infuriated by the letters signed by the Assistant Secretary of State Johnnie Carson and termed them ‘an act of intimidation.’ He also warned that Kenya could use diplomatic options available “to curtail Ranneberger’s habitual breach of protocol.”

    The summons to the envoy followed an official protest letter sent to Washington by President Mwai Kibaki on Saturday over the same issue. In his letter, the Head of State said the action by the US Government official was considered ‘out of step with international protocols in the conduct of relations between friendly nations.’
